VIP Systems™ Announces Second Round of Tests for Marine Anti-Terrorist Technology

February 23, 2006 – HOUSTON, TEXAS – First Capital International, Inc. (OTCBB: FCAI.OB), the designer and manufacturer of its prepackaged VIP Systems™, www.VipSystems.us, - a state-of-the-art Video Surveillance Security Solution announced today that the Company will proceed with the second round of testing for it’s new state-of-the-art marine anti-terrorist technology.
The Company reports that this test will be conducted on the Trinity ship at the Port of Houston by Croweley International for the U. S. Department of Transportation. VIP Systems™ technology will allow the ship to be viewed from the central U.S. Port control location, at any time, and in the event of any terrorist takeover of the ship, the technology will allow the control location to turn-off the ship’s engines and thereby disabling it.
All commands will be given through SkyPort International, Inc.’s robust secure satellite link which allows the operator to see the marine vessel at any time, or place in the world. SkyPort’s unique technology also provides the ability to control the marine vessel from either a remote or centralized location with unprecedented accuracy.
